The voter turnout in the 2024 General Elections revealed a concerning trend in states with higher rates of internal migration, including Uttarakhand. Despite being a state known for its scenic beauty and rich cultural heritage, Uttarakhand witnessed a decrease in voter participation, echoing the national concern highlighted by the Election Commission.
In Uttarakhand, the voter turnout stood at approximately 55.01%, showing a decline from the 2019 polls’ 61.4%. This decline is significant, especially considering the state’s unique geographical and social landscape. While certain constituencies like Nainital-Udham Singh Nagar and Haridwar recorded relatively higher turnouts, others like Almora, Tehri, and Pauri Garhwal experienced lower participation rates.
One of the reasons attributed to this decline is the impact of internal migration, which affects a significant portion of the state’s population. Uttarakhand has a sizable migrant workforce, with many individuals moving to other regions for employment opportunities. As a result, a considerable number of voters might not have been present in their registered constituencies during the election period, leading to lower turnout figures.
Moreover, the process of updating voter registration details to reflect changes in residency status can be challenging for migrants, especially in informal housing setups. This bureaucratic hurdle further contributes to the disenfranchisement of migrant voters.
The observations made by Chief Election Commissioner (CEC) Rajiv Kumar regarding low voter participation in Uttar Pradesh, which shares a border with Uttarakhand, also resonate with the situation in Uttarakhand. Despite having a large voter base, the state struggles with low participation rates, highlighting the broader issue of voter engagement in migrant-heavy regions.
Efforts to address this issue should include measures to simplify voter registration procedures for migrants, ensuring that they can exercise their franchise irrespective of their location. Additionally, awareness campaigns and outreach programs targeted at migrant communities can help emphasize the importance of voting and encourage greater participation in the electoral process.
As Uttarakhand prepares for future elections, addressing the challenges posed by internal migration and ensuring inclusive and participative elections should remain key priorities for the state’s electoral authorities and policymakers.
