Uttarakhand Government Ties Officer Promotions to City Cleanliness in Swachh Survekshan Initiative

In a groundbreaking move, the Uttarakhand Urban Development Department has linked the promotions of municipal officials and employees to their city’s performance in the Swachh Survekshan 2024. The initiative aims to incentivize better cleanliness and waste management practices across the state.

Focus on Triple R (Recycle, Reuse, Reduce)

This year’s Swachh Survekshan is based on the Triple R theme—Recycle, Reuse, and Reduce. Under this scheme, cities must ensure 100% waste collection from every household and process the waste efficiently to make it useful. Special attention will be given to back lanes and alleys to prevent negligence in hidden areas.

Performance-Based Appraisals

Urban Development Director has issued a directive that the Annual Confidential Report (ACR) of municipal commissioners, executive officers of municipal councils, and panchayat officials will now be linked to their city’s cleanliness ranking. Higher rankings will result in better ACR ratings, paving the way for faster promotions.

Past Performance

In 2023, only Dehradun made it to the top 100 cities nationwide, securing the 68th rank. Other cities like Haridwar (176th), Roorkee (180th), Haldwani (211th), Rishikesh (304th), Kotdwar (305th), Kashipur (348th), and Rudrapur (417th) lagged behind, reflecting the need for significant improvement.

Implementation Strategy

The department has devised a three-tier evaluation system:

  • Daily Waste Collection Reports
  • Weekly Cleanliness Drives
  • Monthly Performance Audits

Moreover, failure to maintain cleanliness in residential colonies, especially back lanes, will lead to deductions in the city’s final score.

Citizen Participation

The Uttarakhand government is also encouraging citizen participation by promoting awareness campaigns and organizing competitions for social media influencers to create short films showcasing the city’s cleanliness efforts.
